New 25,000-square-foot facility expands the engineering firm’s Rio Grande Valley presence and anchors a planned 70-acre mixed-use development.
HARLINGEN, Texas (October 14, 2026) — Engineering firm Garver is opening a new $5 million office in Harlingen, Texas, strengthening its presence in the Rio Grande Valley and providing room for continued growth, including up to 50 additional jobs.
The 25,000-square-foot facility consolidates Garver’s Harlingen operations and offers capacity for up to 100 employees. The office will serve as a regional hub supporting engineering projects throughout South Texas and beyond.
Community leaders, Harlingen Economic Development Corporation officials, Greater Chamber of Harlingen representatives and members of the Harlingen City Commission are joining Garver for a ribbon-cutting ceremony and open house celebrating the investment.
New Office Builds on Harlingen Water Design Center Growth
Garver established its Harlingen Water Design Center in 2017. Since then, the firm’s local presence has grown to 54 employees, with multidisciplinary teams specializing in the planning and design of water and wastewater treatment facilities and related infrastructure.
The center combines expertise in engineering, construction and operations to develop customized solutions for clients. The new office provides additional space to support those services and future workforce expansion.
“When we started in Harlingen nearly a decade ago, we were a much smaller team. We’ve grown because of the talented people we’ve been able to hire and the relationships we’ve built throughout the Valley,” said Ernie Flores, Garver Water Design Center Manager. “This new office gives us room to keep growing while continuing to serve our clients and support a community that has been incredibly welcoming to us.”
Garver Facility Anchors Planned Mixed-Use Development
The new office serves as the cornerstone of a larger mixed-use development near Harlingen’s medical district. The 70-acre development is expected to include retail, medical and professional office space, high-density residential development and approximately 312,000 square feet of commercial space.
The project reflects collaboration among Garver, the City of Harlingen and regional economic development leaders. The Harlingen Economic Development Corporation’s partnership helped make the office development possible.
“Garver’s decision to continue investing in Harlingen demonstrates confidence in our community, our workforce, and our future,” said Orlando Campos, CEO of the Harlingen Economic Development Corporation. “This project strengthens our local economy, creates high-quality jobs, and serves as a catalyst for additional development in one of the city’s key growth corridors.”
Harlingen Mayor Norma Sepulveda said the investment demonstrates the value of public and private sector collaboration in expanding opportunities for residents.
“This investment is a testament to what can be accomplished when the public and private sectors work together with a shared vision,” Sepulveda said. “Garver has become an important corporate partner in our community, and we are excited to celebrate its continued growth in Harlingen.”
Supporting STEM Education Across the Rio Grande Valley
Garver’s regional office has contributed more than $59,000 to local grade schools, colleges and nonprofit organizations.
Much of that support has focused on science, technology, engineering and mathematics education, encouraging K–12 and postsecondary students throughout the Rio Grande Valley to explore careers in engineering and related fields.
The new facility builds on that community involvement while reinforcing Garver’s long-term commitment to Harlingen and South Texas.
