FastSites funding will extend Judge Edward Dufresne Parkway and open new commercial and industrial development opportunities in St. Charles Parish
LULING, La. (September 2, 2026) — Louisiana Economic Development has finalized a $10 million FastSites investment to expand infrastructure at Esperanza Business Park in St. Charles Parish, opening access to more than 1,000 acres of undeveloped commercial and industrial property.
The investment will support a more than two-mile extension of Judge Edward Dufresne Parkway, connecting its current terminus to LA 3127 and creating a continuous roadway through the business park.
Associated utility infrastructure improvements are also planned to support future industrial and commercial development.
“Esperanza has the scale, location and industrial infrastructure to compete for major investment,” said Louisiana Economic Development Secretary Susan B. Bourgeois. “FastSites allows us to build on those strengths by improving access now, before the next opportunity arrives, and gives St. Charles Parish more capacity to attract projects that can create jobs and investment for years to come.”
Infrastructure Investment Opens Next Phase of Esperanza Business Park
Esperanza Business Park’s developed acreage is approaching buildout and currently supports a mix of distribution, industrial service and contracting companies.
The new roadway and utility improvements will open the next phase of the property to development and provide direct access from LA 3127.
“Our family has worked for years to position Esperanza Business Park for long-term growth,” said Esperanza Land, LLC owner Debra Dufresne Vial.
“LED’s FastSites investment will extend critical roadway and utility infrastructure into the undeveloped portion of the property and provide site access from LA 3127. This direct access positions the site to compete for major projects with the speed and infrastructure readiness companies expect.”
Site analysis and preconstruction engineering are currently underway. Construction is expected to begin in early 2027 and be completed by fall 2028.
Strategic Location Strengthens Industrial Development Potential
Esperanza Business Park is located near the foot of the Hale Boggs Bridge and offers access to several major transportation and infrastructure assets.
The property is positioned near I-310, the Mississippi River, Union Pacific rail, Louis Armstrong New Orleans International Airport and the Port of South Louisiana.
Major electrical transmission infrastructure as well as natural gas and hydrogen pipelines also cross the property.
Those assets, combined with the new roadway connection, are expected to strengthen the site’s ability to compete for large industrial, logistics and manufacturing investments.
“Major economic development projects require more than just vacant land — they require smart investments in infrastructure to make these sites attractive to businesses that bring jobs to our community,” said Louisiana State Sen. Greg Miller.
“This FastSites investment addresses a critical need at Esperanza Business Park and gives St. Charles Parish another competitive asset to pursue new investments and jobs.”
St. Charles Parish Expands Industrial Development Capacity
The project adds new development capacity in one of Louisiana’s most established industrial corridors.
“St. Charles Parish has long been one of Louisiana’s most important industrial corridors, and this investment gives us more room to build on that strength,” said Louisiana State Rep. Sylvia Taylor.
“Opening this property for future development creates new opportunities to attract employers, investment and quality jobs while supporting the continued growth of our local economy.”
St. Charles Parish President Matthew Jewell said the project will provide both economic development benefits and improved connectivity.
“This project unlocks a tremendous economic development opportunity while also providing much-needed connectivity for St. Charles Parish and its residents,” Jewell said.
“The state’s investment through FastSites allows for the extension of Judge Edward Dufresne Parkway to LA 3127, opening access to one of the most strategically positioned development sites in Louisiana.”
FastSites Uses Revolving Investment Model
The $10 million investment is being made through Louisiana’s FastSites program, which is designed to accelerate development of project-ready sites by funding infrastructure, due diligence and other readiness improvements.
Repayment for the Esperanza investment is scheduled to begin in 2028, with the full $10 million expected to be returned by mid-2033.
The revolving model allows Louisiana to reuse repaid funds for additional infrastructure and site-readiness projects elsewhere in the state.

Louisiana Expands FastSites Funding
The Louisiana Legislature recently appropriated an additional $50 million to FastSites, bringing the state’s Site Investment and Infrastructure Improvement Fund to $200 million.
The program’s next application round is expected to open in October, providing additional opportunities for communities and property owners to advance industrial infrastructure and site-readiness projects.
The Esperanza Business Park investment reflects Louisiana’s broader strategy of preparing large-scale sites before companies begin location searches, reducing project timelines and improving the state’s competitiveness for major capital investment.
With more than 1,000 acres becoming accessible through the roadway extension, Esperanza Business Park is positioned to become an increasingly significant industrial development asset for St. Charles Parish and the Greater New Orleans region.
