Two-million-square-foot Arsenal-2 facility at Tradepoint Atlantic will expand America’s submarine industrial base and is expected to support more than 14,000 jobs directly and indirectly
BALTIMORE, MD (October 6, 2026) — Anduril Industries plans to invest $3.7 billion in a new shipbuilding facility at Tradepoint Atlantic in Baltimore County, Maryland, creating more than 3,100 permanent jobs and expanding production capacity for America’s submarine industrial base.
Announced by the State of Maryland and Baltimore County, the two-million-square-foot, software-defined shipyard—named Arsenal-2—is expected to become Maryland’s largest single private investment and its largest job-creating project in more than a decade.
The project is projected to support more than 14,000 jobs directly and indirectly, generate over $2 billion in annual economic output and deliver an estimated $312 million in wages each year.
Arsenal-2 Brings Large-Scale Shipbuilding to Sparrows Point
Anduril will build Arsenal-2 within Tradepoint Atlantic’s Sparrows Point complex, a historic center of American steel production and shipbuilding. The facility will add manufacturing capacity to help the U.S. Navy meet its Virginia-class submarine requirements.

Tradepoint Atlantic offers deep-water port access, rail and interstate connections, and proximity to the region’s industrial workforce. The new shipyard will build on those assets while restoring a major industry to the Sparrows Point site.

Maryland Investment Creates Maritime Manufacturing Opportunities
The planned shipyard will create thousands of permanent positions and provide new opportunities for advanced training and skilled maritime manufacturing careers.

Baltimore County Executive Kathy Klausmeier said Arsenal-2 marks a turning point for Sparrows Point, bringing advanced manufacturing, opportunities for local businesses and long-term economic value to the region.
Lt. Governor Aruna Miller and Maryland Department of Commerce Secretary Harry Coker, Jr. also welcomed the project as an investment in the state’s advanced manufacturing, aerospace and defense industries.
Proposed Incentives Include Workforce Training Support
The State of Maryland and Baltimore County have committed to matching up to 13% of Anduril’s anticipated private investment through existing economic incentive programs and proposed new appropriations. The new appropriations will require approval from the Maryland General Assembly and Baltimore County Council.
The state incentive package includes capital support for a workforce training Center of Excellence at a location to be determined at or near Tradepoint Atlantic.
Maryland also plans to pursue a federal Maritime Prosperity Zone designation for the region to support its maritime industry and experienced workforce.
Baltimore County Builds on Industrial and Logistics Strengths
Arsenal-2 adds to a series of major investments in Maryland’s manufacturing, infrastructure and economic development sectors. According to the state, Maryland has attracted more than $17 billion in private investment since Governor Moore took office.
At Tradepoint Atlantic, the recently groundbreaking Sparrows Point Container Terminal project represents $1.2 billion in capital expenditures and is expected to deliver 1,100 new union jobs near the Port of Baltimore.
Baltimore County’s access to the port, interstate highways, rail connections and nearby airports continues to attract major employers. The county also draws from a labor pool of more than five million people within 60 miles.
Anduril’s planned investment will build on these advantages while returning large-scale shipbuilding to a site with a longstanding role in America’s maritime and defense industries.
