BERWICK, Pa. — Pennsylvania Governor Josh Shapiro announced that Berwick Industries Incorporated will invest $5 million to establish a new manufacturing operation in Columbia County, creating 125 new jobs over the next three years and revitalizing a long-standing industrial facility in the community.
The project includes the acquisition and redevelopment of the former Berwick Offray ribbon manufacturing facility located at 1200 East 9th Street in Berwick. The building previously housed ribbon and bow production operations and includes significant existing mechanical and electrical infrastructure that will support the new manufacturing activity.
State officials said the investment highlights Pennsylvania’s continued focus on strengthening its manufacturing sector while supporting economic growth in communities across the state.
“From day one, our administration has been focused on creating real opportunity for Pennsylvania workers and strengthening our economy,” said Governor Shapiro. “By investing in businesses and workforce development, we are ensuring companies choose Pennsylvania as a place to grow and create good-paying jobs.”
To support the project, the Commonwealth is providing financial assistance through the Pennsylvania Department of Community and Economic Development (DCED). The funding package includes support from the Pennsylvania Industrial Development Authority as well as workforce training assistance designed to help prepare employees for positions at the new facility.
Berwick Industries manufactures consumer ribbon and bow products that are distributed nationwide through its sister company, Workhorse Group Companies, which supplies major retailers across the United States. The new operation will expand the company’s domestic manufacturing capacity while bringing new employment opportunities to the region.
State economic development leaders emphasized that redeveloping existing industrial facilities remains an important strategy for supporting business growth and strengthening local economies.
“Projects like this demonstrate the impact of strong partnerships between state and local economic development organizations,” said DCED Secretary Rick Siger. “Revitalizing industrial sites while creating new jobs is exactly the type of investment that helps Pennsylvania remain competitive.”
The project was coordinated through Pennsylvania’s BusinessPA team, which works with companies considering expansion or relocation by connecting them with financing tools, workforce development programs and site readiness resources.
Local leaders say the investment will bring new life to a historic manufacturing property while strengthening Columbia County’s industrial base.
Once operational, the facility will support the production of ribbon and bow products for national distribution while reinforcing Pennsylvania’s position as a competitive location for advanced manufacturing and consumer product production.
