HUNTSVILLE, Ala. (Mar. 2, 2026) — The City of Huntsville has taken another major step toward transforming one of its key downtown corridors, approving an engineering design and construction administration services contract with Volkert Inc. for the Holmes Avenue streetscape and multimodal transportation project.
The initiative will modernize approximately 3.25 miles of Holmes Avenue, stretching from Spragins Avenue to Sparkman Drive, creating enhanced transportation options linking downtown Huntsville with the University of Alabama in Huntsville (UAH) and Cummings Research Park (CRP).
Federal Investment Supports Safer, Multimodal Transportation
The Holmes Avenue project is partially funded through a $21.6 million federal Safe Streets for All (SS4A) grant, awarded in 2024 by the U.S. Department of Transportation. The City of Huntsville will contribute an additional $9 million in local matching funds.
“A big part of this is the Safe Streets for All program,” said Dennis Madsen, Huntsville’s Urban and Long-Range Planning Manager. “The SS4A funding makes a significant difference, and the alternate-mode transportation plan will greatly improve conditions for pedestrians and cyclists.”
Strengthening Connections Across Huntsville’s Innovation Corridor
The corridor serves as a vital connection between three of Huntsville’s fastest-growing areas:
- Downtown Huntsville
- University of Alabama in Huntsville
- Cummings Research Park
Holmes Avenue also provides access to major destinations including Clearview Cancer Institute, the Huntsville VA Clinic, The Rock Family Worship Center, and several established residential neighborhoods.
City planners say improving connectivity along this corridor is essential to supporting continued population and employment growth.
“These improvements will allow for better connection,” Madsen said. “Students at UAH will be able to more easily access downtown, and there will be greater connectivity to Cummings Research Park. It’s how we get ahead of the growth.”
Streetscape Improvements Designed for All Users
The project will introduce a comprehensive range of multimodal and safety enhancements, including:
- New sidewalks and multiuse paths
- Dedicated cycle lanes
- Transit shelters
- Landscaping and streetscape improvements
- Decorative lighting and street furniture
Collectively, these upgrades aim to improve safety, encourage alternative transportation options, and create a more attractive and accessible urban corridor.
Project Timeline
Volkert Inc. will lead the final engineering design phase ahead of construction, which is expected to begin near the end of 2027. Completion of the project is anticipated by summer 2030.
City officials view the Holmes Avenue improvements as a long-term investment supporting Huntsville’s continued growth as a technology, research, and innovation hub.
