BALTIMORE, Md. — March 19, 2026 — Governor Wes Moore announced that Lufburrow & Company (LufCo), a mission-focused engineering and innovation firm, is expanding its Maryland operations with a new research, development and advanced manufacturing facility in Aberdeen. The company has acquired a 73,000-square-foot property at 1204 Technology Drive — formerly the Battelle Eastern Science and Technology Center — where it will establish new microelectronics manufacturing capabilities.
The expansion is expected to create 120 new full-time jobs, adding to LufCo’s existing workforce of more than 100 employees in Maryland.
“Maryland’s innovation economy thrives on the expertise of strategists, engineers and problem-solvers like those at LufCo,” said Governor Moore. “Their capabilities in areas such as machine learning, cryptographic systems and advanced prototyping strengthen our technology ecosystem while delivering high-quality career opportunities for Marylanders.”
A certified woman-owned small business, LufCo specializes in mission-critical systems engineering and strategic innovation, supporting clients across the defense, government, nonprofit and private sectors. The company’s new facility will support next-generation manufacturing initiatives designed to enhance national defense capabilities.
“LufCo’s mission is to empower warfighters with actionable technologies that deliver decisive advantages in an evolving operational landscape,” said Heather Couvillon Lufburrow, chief executive officer of LufCo. “We are proud to partner with the State of Maryland and Harford County as we invest in advanced manufacturing capabilities that support this mission.”
To support the project, the Maryland Department of Commerce is working to approve a $600,000 conditional loan through the Advantage Maryland program, while the Harford County Office of Economic Development is providing a $60,000 grant to fund critical infrastructure improvements at the site. LufCo may also qualify for additional incentives, including the state’s Job Creation Tax Credit and Enterprise Zone Tax Credit.
“We are pleased to support LufCo’s continued growth in Aberdeen,” said Maryland Department of Commerce Secretary Harry Coker, Jr. “With access to a highly skilled and technologically advanced workforce, the company is well positioned to thrive within Maryland’s advanced manufacturing sector.”
Local leaders emphasized the strategic importance of the project for regional economic growth and defense-related innovation.
“LufCo’s investment in the Aberdeen Technology Park demonstrates the power of adaptive reuse and innovation-driven development,” said Harford County Executive Bob Cassilly. “Their modernization of an existing facility and creation of high-skill jobs will help anchor further business expansion while supporting national defense priorities.”
The project underscores Maryland’s continued momentum in advanced manufacturing and defense technology, leveraging existing research infrastructure and workforce assets to attract high-value industry investment.
