LANSING, Mich. (May 5 2026) – Governor Gretchen Whitmer announced three redevelopment projects in Michigan’s Upper Peninsula and the city of Marshall that will transform underutilized properties into new housing and commercial space, supported through the state’s Revitalization and Placemaking (RAP) program.
The projects, located in Hancock, Manistique and Marshall, represent a combined capital investment of more than $7.6 million and will deliver new residential units, commercial space and community-focused amenities in key downtown districts.
The RAP program provides gap financing for place-based infrastructure, real estate rehabilitation and mixed-use development, helping communities activate vacant or underutilized sites while strengthening local economies.
“Support for these projects highlights Michigan as a place where people and businesses can grow and thrive,” Whitmer said. “By investing in housing, revitalizing downtowns and supporting local development, we are building stronger communities and expanding opportunity across the state.”
Hancock: Historic Redevelopment Anchors Downtown Growth
In Hancock, the historic Weider Block building in the Quincy Street Historic District will be redeveloped into a mixed-use project featuring a brewery and tasting room alongside four upper-story apartments.
The project is supported by a $1.2 million RAP grant and is expected to generate approximately $2.58 million in total investment. Local support includes a Downtown Development Authority façade grant.
The redevelopment will restore a long-vacant structure, increase foot traffic and contribute to ongoing placemaking efforts in downtown Hancock.
Manistique: Community Hub Revives Long-Vacant Property
In Manistique, a two-story building at 109 River Street will be transformed into a mixed-use community hub featuring three residential units and more than 1,200 square feet of commercial space.
The project is backed by a $585,820 RAP grant and will generate approximately $1.34 million in total investment. Additional support includes local incentives and financing partnerships aimed at advancing redevelopment in the region.
The development will bring new residents and business activity to downtown Manistique while supporting walkability and local commerce.
Marshall: Mixed-Use Development Supports Growth Near BlueOval Facility
In Marshall, two adjacent three-story buildings will be redeveloped to create eight residential apartments and multiple commercial spaces, supporting increased housing demand tied to nearby industrial growth, including the BlueOval facility.
The project is receiving a $1.5 million RAP grant and is expected to generate approximately $3.67 million in total investment. Additional support includes brownfield tax increment financing and local tax abatements.
The redevelopment will preserve historic architecture while adding new residential and commercial capacity to the downtown core.
Driving Community Revitalization Across Michigan
The three projects underscore Michigan’s broader strategy to invest in housing, activate downtown districts and support long-term economic growth through public-private partnerships.
Officials with the Michigan Economic Development Corporation said the developments will increase economic activity, expand housing options and enhance quality of place across both peninsulas.
“These projects demonstrate how strategic investment can strengthen communities by bringing new housing, businesses and energy to downtown areas,” said Michele Wildman, senior vice president of community planning and development readiness at MEDC.
