New hub advances Capital of Quantum initiative, brings jobs and innovation to College Park
ANNAPOLIS, Md. — September 30, 2025 – Governor Wes Moore announced today that Microsoft will open a new quantum research center in the University of Maryland Discovery District, strengthening Maryland’s role as the Capital of Quantum and accelerating U.S. leadership in quantum computing and technology innovation.
“Maryland is making big bets on the future to grow our economy and drive innovation. Quantum is at the center of that strategy,” said Governor Wes Moore. “We are honored to partner with Microsoft as we create jobs, spark discovery, and keep Maryland the best place in the world to change the world.”
The Microsoft Quantum Center will give researchers, students, and government partners access to advanced quantum hardware and software prototypes, including Microsoft’s Majorana 1 chip—the world’s first powered by a topological qubit design. This breakthrough chip has the potential to deliver error-resistant, scalable quantum systems years ahead of projections.
“We are excited to be part of Governor Moore’s vision for the Capital of Quantum through this unique, partner-focused center in Maryland’s Discovery District,” said Jason Zander, Executive Vice President at Microsoft. “Together, we can advance quantum technology and accelerate U.S. innovation.”

The center builds on Maryland’s Capital of Quantum Initiative, a $1 billion public–private partnership launched by Governor Moore to grow the state’s quantum workforce, startups, and infrastructure. The initiative includes a $52.5 million state investment and more than $70 million in partner pledges, along with a recent DARPA partnership unlocking up to $100 million in federal funding.
“This is a landmark moment for the University of Maryland and the state,” said University President Darryll J. Pines. “Microsoft’s quantum lab reflects the momentum we’ve built in quantum science and innovation and cements Maryland and the greater DC region as the true Capital of Quantum.”
