Two new Build-Ready sites at SPEDA Commerce Park position Pulaski County for future investment and job creation
FRANKFORT, Ky. (Sept. 25, 2025) – Governor Andy Beshear today announced the certification of two new Build-Ready sites at SPEDA Commerce Park in Pulaski County, further advancing Kentucky’s statewide strategy to strengthen site readiness and attract new business investment.
The two certified sites add to Kentucky’s growing portfolio of Build-Ready locations, each designed to eliminate development barriers and accelerate project timelines.

Both sites are strategically located off Kentucky Highway 80 in Somerset, just 25 miles from Interstate 75, 81 miles from Blue Grass Airport in Lexington, and 10 miles from Lake Cumberland Regional Airport. Infrastructure includes natural gas, water, sewer, broadband, and electricity—ensuring companies can move forward with construction immediately.
Governor’s Statement
“The growth of our Build-Ready program is positioning Kentucky and our communities for long-term success,” said Gov. Beshear. “By preparing shovel-ready sites with infrastructure in place, we’re telling companies that Kentucky is ready for business today. I want to thank Pulaski County leaders for their vision and commitment to economic growth.”
Local Leaders Speak Out
Pulaski County Judge/Executive Marshall Todd highlighted the program’s benefits:
“Build-Ready certification removes barriers that slow down investment. Companies choosing Pulaski County can begin construction immediately, with confidence that due diligence is already complete. This strengthens our competitiveness and prepares us for sustainable growth.”
Somerset Mayor Alan Keck emphasized the community’s business-friendly approach:
“Certification of these sites sends a clear message—Somerset and Pulaski County are committed to being the friendliest and most prepared business destination in Kentucky. With infrastructure and approvals in place, companies can invest and create jobs quickly.”
SPEDA President & CEO Chris Girdler praised the partnership that made the expansion possible:
“SPEDA Commerce Park is a model for proactive site development. The Build-Ready process takes time and resources, but the long-term gain—speed-to-market and competitive advantage—is invaluable. We are excited for what’s ahead for Pulaski County and the region.”
Kentucky’s Growing Build-Ready Program
With the addition of the Pulaski County sites, Kentucky now has 28 certified Build-Ready sites across the state, with several more in development. To date, 12 Build-Ready sites have already been selected by companies for new location projects, generating investment and new jobs for local communities.
The Build-Ready program requires thorough site preparation, including environmental and archaeological studies, pad-ready construction, preliminary building design, permits, and infrastructure. This ensures companies can begin building without delay.
