Expansion expected to create 125 new full-time jobs and boost artisan bread production for national retailers and restaurants
BALTIMORE, MD (November 20, 2025) — Governor Wes Moore announced that Bakery de France, a leading U.S. supplier of all-natural, par-baked artisan bread, will expand its presence in Maryland with a new 176,000-square-foot manufacturing facility in Frederick. Located at 8400 Bakery Way, the new facility will be built on the company’s existing production campus and is expected to create 125 new permanent full-time jobs by the end of 2028.
“Bakery de France’s expansion in Frederick connects Maryland’s rich history with its future—an old-world craft scaling to support modern, high-growth production and new jobs,” said Governor Wes Moore. “We thank Bakery de France for choosing Maryland once again and look forward to its continued success and investment in the region.”
Growing Production Capacity to Meet National Demand
Headquartered in Rockville, Bakery de France supplies sustainably made artisanal breads to retailers, foodservice providers, and restaurants across the United States. The company’s existing Frederick facility specializes in long fermentation processes required for its premium breads. The newly announced expansion will significantly increase output of baguettes, dinner rolls, loaves, and other baked products.
The new facility marks Bakery de France’s third U.S. location and is being developed in partnership with La Lorraine Bakery Group, a Belgium-based international bakery producer and joint venture partner.
“We are deeply grateful for the support of the State of Maryland, Frederick County, the City of Frederick, and our partners who make this growth possible,” said Alexander Salameh, Chief Executive Officer of Bakery de France. “This new facility represents an exciting step forward—an opportunity to grow, innovate, and continue doing what we love most: baking exceptional bread for our customers.”
State and Local Support to Advance Expansion
To support the project, the Maryland Department of Commerce is working to approve a $700,000 conditional loan through Advantage Maryland. Frederick County will provide additional incentives through its Commercial and Industrial Tax Credit, along with inventory and personal property tax exemptions.
The City of Frederick has authorized fast-track permitting approval for the new facility and will extend eligibility under its own Commercial and Industrial Tax Credit program.
“This expansion reinforces Maryland’s strong manufacturing economy and highlights Frederick’s leadership in statewide economic growth,” said Maryland Department of Commerce Secretary Harry Coker, Jr. “We are proud to support innovative and sustainable manufacturers like Bakery de France as they scale production here in Maryland.”
Local leaders praised the project’s economic and community benefits.
“Bakery de France’s decision to expand in Frederick County underscores the vitality of our local economy and the opportunities our region offers,” said Frederick County Executive Jessica Fitzwater.
“Frederick is thrilled when top employers like Bakery de France continue to invest in new facilities, production lines, and jobs in our community,” added Frederick Mayor Michael O’Connor. “We look forward to helping the company meet its construction timeline so production can ramp up on schedule. Our city continues to rank among the top job-growth markets in the Mid-Atlantic thanks to our strategic location, business climate, and skilled workforce.”
