Project Ranger to create 300 high-paying jobs and strengthen New Mexico’s defense innovation ecosystem
RIO RANCHO, N.M. — Castelion, a defense technology company specializing in advanced propulsion systems, has broken ground on a 1,000-acre manufacturing campus in Sandoval County known as Project Ranger, marking a major expansion of New Mexico’s defense and advanced manufacturing footprint.
The project represents a $150 million private investment and is expected to generate approximately $650 million in economic output over the next decade, while creating 300 high-wage jobs for New Mexicans. The campus will ultimately include 21 buildings, with the first facility scheduled for completion this summer and full production readiness anticipated by the end of 2026.
“This is exactly the kind of economic development New Mexico is focused on—high-tech companies bringing high-paying jobs,” said Michelle Lujan Grisham, Governor of New Mexico. “Castelion chose our state because we have the workforce, expertise, and infrastructure they need to succeed.”
At the Rio Rancho campus, Castelion will manufacture solid rocket motors, conduct static testing, and assemble components into finished propulsion systems. The company has designed its testing operations to prioritize safety and minimize noise impacts on surrounding communities.

State leaders emphasized the project’s role in advancing New Mexico’s innovation economy and national security contributions.
“Today’s groundbreaking demonstrates that New Mexico is the next frontier for technologies essential to both our economy and our national security,” said Rob Black, cabinet secretary of the New Mexico Economic Development Department. “Castelion adds a new generation of career opportunities for New Mexicans in advanced manufacturing and aerospace.”
Federal and local officials also highlighted the project’s long-term economic and strategic impact.
