$5 million investment will consolidate operations and create up to 50 new jobs
HARLINGEN, Texas (January 7, 2026) — Garver, a leading employee-owned, multidisciplinary engineering firm, has officially broken ground on a new office facility in Harlingen, reinforcing its long-term commitment to the Rio Grande Valley and positioning the firm for continued growth. The new office is scheduled for completion in summer 2026 and will anchor a larger mixed-use development near Harlingen’s medical district.
The new facility will consolidate Garver’s existing operations in the area while supporting future expansion of its Water Design Center and regional services.
“Breaking ground on this new facility represents a major milestone for Garver in Harlingen,” said Ernie Flores, Garver’s Harlingen Water Design Center manager. “We are building a space designed to support our growing team and the important work we do locally and nationwide. This investment reflects our confidence in the community, our people, and the future of engineering in the Rio Grande Valley.”
Garver established its Harlingen presence in 2017 with the launch of its Water Design Center. Since then, the firm has expanded to employ 49 professionals across multiple office suites. The new facility is expected to support the creation of up to 50 additional jobs, deepening Garver’s roots in the region.

The project represents a $5 million capital investment and will be constructed on a 3.2-acre site. Plans include a one-story, 25,000-square-foot office building designed to accommodate 100 to 130 employees, along with 130 parking spaces and a 2,000-square-foot covered outdoor area for employee use and client events. The site is being developed by Brookwood Capital, with construction now underway.
“We are thrilled that Garver continues to choose Harlingen for its regional operations and long-term growth,” said Orlando Campos, CEO of the Harlingen Economic Development Corporation. “This expansion is not only a significant investment by Garver, but also a catalyst for the broader mixed-use development taking shape in this area. Their success here underscores the strength of Harlingen’s workforce and the strategic advantages our community offers.”
Mayor Norma Sepulveda added, “Harlingen provides a strong vantage point for companies seeking access to the growing opportunities across the Rio Grande Valley. We are excited about Garver’s continued investment and the momentum it brings to our city.”

Garver’s new office will be located at the southeast corner of Ed Carey Drive and Hale Avenue, within a planned 70-acre mixed-use development. The project is expected to include retail, high-density residential, medical and professional office space, and approximately 312,000 square feet of commercial development upon full buildout.
