Florida mill upgrade will rebuild a key paper machine, improve manufacturing capabilities and support long-term competitiveness.
PALATKA, FL — October 28, 2026 — Georgia-Pacific is investing approximately $150 million to modernize its Palatka, Florida, mill, strengthening production capabilities for Angel Soft® bath tissue. Work is underway, with completion expected in the second quarter of 2028.
Palatka Mill Modernization Targets Safety and Productivity
The project will rebuild the mill’s Number Four paper machine, originally installed in 1980. Updated technology and safety systems will improve reliability, product quality and productivity while preserving existing tissue production.
“This investment demonstrates our confidence in Palatka and in the future of our consumer tissue business,” said Andrew Noble, president of Georgia-Pacific’s consumer tissue, towel and napkins business.
Investment Strengthens Putnam County Manufacturing
The Putnam County facility plays a strategic role in Georgia-Pacific’s consumer products operations. Its integrated pulp supply, infrastructure, location and converting capabilities provide a foundation for the modernization.
The mill produces Angel Soft®, Quilted Northern®, Brawny® and Sparkle® products. The investment will strengthen its manufacturing capabilities and support the long-term competitiveness of Georgia-Pacific’s consumer tissue business.
