Strategic investment in Santa Teresa to create more than 340 jobs and generate over $200 million in economic impact
SANTA FE, N.M. — GreenPower Motor Company (NASDAQ: GP), a leading manufacturer of all-electric, zero-emission commercial vehicles, has selected New Mexico as the site of its new advanced manufacturing facility, solidifying the state’s growing role in clean transportation and green manufacturing.
The company has reached an agreement with the New Mexico Economic Development Department (EDD) to establish operations in Santa Teresa, where a new 135,000-square-foot facility will serve as GreenPower’s North American manufacturing base and U.S. corporate headquarters. The project is expected to create more than 340 new jobs and generate over $200 million in economic impact for New Mexico over the next decade.
Headquartered internationally in Vancouver, Canada, GreenPower currently operates facilities in southern California and West Virginia. The company designs and manufactures purpose-built, all-electric medium- and heavy-duty vehicles serving the cargo and delivery, shuttle and transit, and school bus markets.
To support the project, the State of New Mexico will provide a $5 million Local Economic Development Act (LEDA) award, along with $4.6 million in Job Training Incentive Program (JTIP) funds. GreenPower also qualifies for a $1.36 million Rural Jobs Tax Credit and $3.65 million through the High-Wage Jobs Tax Credit program.

Santa Teresa’s designation as a Foreign Trade Zone (FTZ) was a key factor in the company’s site selection, offering streamlined customs processes and cost efficiencies that support efficient production and distribution across North America. The FTZ designation also provides access to the North American Development Bank, highlighting the project’s cross-border economic and environmental significance.
“These investments strengthen New Mexico’s position as a hub for clean manufacturing and international commerce,” said state officials. “They also support the efficient production and distribution of zero-emission vehicles, parts, and inventory throughout North America.”
Governor Michelle Lujan Grisham emphasized the project’s alignment with the state’s long-term energy goals. “Our commitment to achieving net-zero emissions ensures New Mexico remains a national leader in the clean energy transition,” she said. “This strategic investment creates high-quality jobs, strengthens our economy, and helps build the carbon-free future New Mexico families deserve.”
GreenPower’s expansion builds on an existing partnership with the state. In 2025, the company worked with EDD to launch New Mexico’s first all-electric, zero-emission school bus pilot program, serving two public schools in Las Vegas and a charter school in Santa Fe. The two-year pilot supports the state’s Energy Transition Act, which targets 100% zero-carbon electricity by 2045.
“The electric school bus pilot was an important first step in bringing GreenPower’s manufacturing operations and high-quality jobs to New Mexico,” said EDD Cabinet Secretary Rob Black. “The data and insights gained from this program will help inform future electric school bus deployment statewide.”
GreenPower President Brendan Riley noted that state leadership played a critical role in the company’s decision. “Governor Lujan Grisham’s strong commitment to zero-emission vehicles has created a policy environment that encourages innovation and investment,” he said. “New Mexico’s sustainability goals closely align with GreenPower’s mission to deliver clean, reliable transportation solutions.”
New Mexico Secretary of Transportation Ricky Serna added, “Transportation remains the largest contributor to greenhouse gas emissions nationwide. GreenPower’s move positions New Mexico to lead in policy, manufacturing, and deployment of zero-emission vehicles.”
In support of the state’s sustainability initiatives, GreenPower will offer dealer-level pricing to New Mexico for a full lineup of Class 4 all-electric commercial vehicles, including box trucks, refrigerated trucks, passenger vans, buses, utility trucks, and stakebed trucks to meet the needs of public agencies and commercial operators.
A public press conference showcasing GreenPower’s all-electric Class 4 commercial vehicles and school buses is planned in Santa Fe during the upcoming legislative session.
