The Economic Development Corporation of Weslaco (EDCW) announces the departure of long-serving board member Juan J. “J.J.” Serrano, who has concluded two consecutive three-year terms after being appointed by the City of Weslaco Commission in 2019. Serrano’s tenure has been marked by significant contributions to the city’s economic growth and industrial development.
Serrano brought extensive knowledge and expertise to the industrial sector, specifically in distribution and logistics. His professional role as the supervisor of operations at the HEB Weslaco Retail Distribution Support Center provided him with a unique perspective that greatly benefited EDCW’s mission.
“Mr. Serrano’s leadership and vision have been a cornerstone of the EDCW’s success over the past six years,” said Steven M. Valdez, EDCW Executive Director. “His unwavering commitment to industrial development and his strategic insights have elevated Weslaco’s profile as a hub for logistics and distribution. His contributions will leave a lasting impact on our community.”
During his service, Serrano was instrumental in approving 113 incentives that facilitated the creation of 1,663 jobs and attracted $123,187,450 in capital investments to Weslaco. Furthermore, he played a key role in the EDCW’s acquisition of 147 acres to develop Weslaco’s second industrial park, a project that underscores his forward-thinking approach and dedication to creating opportunities for future economic growth. Serrano also played a critical role in incentive negotiations with Glazer’s Beer & Beverage, the largest tenant at the second industrial park, ensuring that the project aligned with the City’s long-term economic vision.
Additionally, Serrano spearheaded the Triple Freeport Exemption initiative, a significant policy achievement that provides substantial tax benefits for businesses, enhancing Weslaco’s appeal as a business-friendly destination.
