Prometheus Energetics headquarters and production facility expected to create hundreds of high-wage jobs in rural Greene County
BLOOMFIELD, Ind. (Feb. 20, 2026) — Indiana leaders joined defense industry executives today to break ground on a major new munitions and energetics manufacturing campus in southern Indiana, a project designed to expand domestic defense production capacity and reinforce the nation’s industrial base.
Indiana Secretary of Commerce David J. Adams joined officials from Prometheus Energetics and the American Center for Manufacturing & Innovation (ACMI) to launch construction of a new solid rocket motor (SRM) and munitions production facility near the Naval Surface Warfare Center – Crane (NSWC Crane). The facility will anchor a new 1,100-acre National Security Industrial Hub (NSIH) and Munitions Campus in Bloomfield.
The campus is supported by funding from the U.S. Department of Defense and aims to accelerate U.S. munitions manufacturing while fostering collaboration between government, private industry, and emerging defense technology companies.
“Prometheus’ decision to locate its headquarters and first production facility in Indiana solidifies our state as a critical part of the country’s national security efforts,” said Indiana Governor Mike Braun. “This investment advances America’s defense capabilities while supporting economic growth, workforce development and high-quality career opportunities in our rural communities.”
Major Investment to Expand Defense Production
Prometheus Energetics — a joint venture between Kratos Defense & Security Solutions Inc. and RAFAEL Advanced Defense Systems Ltd. — has committed an initial $175 million investment to establish its headquarters and production operations on approximately 600 acres within the campus.
The company will utilize shared infrastructure and services provided through ACMI’s Munitions Campus Program, allowing accelerated site development and operational readiness while lowering barriers for suppliers and startups entering the defense manufacturing sector.
Prometheus has already launched initial operations in Bloomington, Indiana, including office space and early hiring activities. Construction of the manufacturing campus will proceed in phases, with initial SRM production expected to begin in 2027.
The company anticipates employing 375 workers in Indiana by 2032, with additional supply-chain growth expected as related companies locate within the campus ecosystem.
“Today’s groundbreaking represents more than a new manufacturing facility — it represents opportunity,” said Dan Merenda, Chief Operating Officer of Prometheus Energetics. “We are building a safe, modern and scalable production campus while developing a highly skilled workforce that will directly support our nation’s long-term readiness.”
National Security Industrial Hub Designed for Collaboration
ACMI Federal was previously awarded a $75 million Munitions Campus Program contract to strengthen the domestic munitions supply chain and increase collaboration between the Department of Defense and private industry.
The initial federal investment is expected to catalyze approximately $600 million in private investment, multiplying government funding eightfold and establishing a collaborative manufacturing ecosystem adjacent to NSWC Crane.
The National Security Industrial Hub will bring together companies of varying sizes to share infrastructure, support workforce development, and advance new manufacturing techniques related to energetics, munitions, and defense technologies.
“We are thrilled to be building the National Security Industrial Hub and Munitions Campus in Indiana,” said John Burer, Founder and CEO of ACMI Group. “The United States has innovation, but it needs production capacity at scale. Indiana is where that strategy moves from theory to execution.”
Strengthening Indiana’s Defense Sector
The Prometheus facility will complement Kratos’ separate $50 million manufacturing facility under construction in nearby Odon, further expanding the region’s aerospace and defense manufacturing cluster.
Together with ACMI’s NSIH development, the projects are expected to create nearly 500 high-wage jobs and position southern Indiana as a national center for advanced defense manufacturing and next-generation hypersonic technologies.
State Support and Incentives
Based on projected investment and job creation, the Indiana Economic Development Corporation (IEDC) has committed performance-based incentives totaling up to:
- $10 million in tax credits
- $250,000 in workforce training grants
- Up to $2 million in redevelopment tax credits
- Up to $2 million in structured performance payments
All incentives are contingent upon job creation and investment milestones.
