INDIANAPOLIS (Dec. 23, 2025) — Governor Mike Braun today announced the State of Indiana’s support for the Downtown South Bend (DTSB) Tech and Talent Hub, a collaborative, regional-led initiative designed to advance innovation, attract high-skill jobs and enhance quality of place in the South Bend–Elkhart region for decades to come.

Braun. “The Downtown South Bend Tech and Talent Hub demonstrates what’s possible when the state partners with communities and supports locally driven visions for economic growth. We’re proud to support the many partners working together to create meaningful, lasting impact for Hoosiers.”
The Tech and Talent Hub is a cornerstone of the City of South Bend’s Downtown South Bend 2045 plan. The multi-phase initiative will bring innovative employers, university researchers and students together within a centralized, pedestrian-friendly district designed to foster collaboration, innovation and community engagement. The district is expected to attract new businesses and residents to downtown while driving demand for additional retail, dining and housing options.
The first phase of the initiative, known as Colfax Corner, launched last week. The project will create a 202,000-square-foot research and innovation hub anchored by the University of Notre Dame. Colfax Corner is expected to generate more than 400 high-tech jobs, expand community programming and events, and deliver an estimated $750 million in direct economic impact over the next 10 years.
The development will include the restoration of the historic South Bend Tribune building alongside a new, modern research and office facility. The two structures will be connected by a glass atrium and outdoor public plaza, creating a vibrant, inclusive district where innovation and community intersect. Vertical construction is expected to begin in summer 2026, with completion anticipated by summer 2028.
Colfax Corner and the broader Tech and Talent Hub represent a cross-sector partnership among the University of Notre Dame, Ancora, the City of South Bend, the State of Indiana, Lilly Endowment Inc. and the Leighton Foundation. In recognition of the project’s anticipated economic and community impact, the Indiana Office of Commerce has designated the area as an Innovation Development District (IDD). The designation enables up to $225 million in support from the Indiana Economic Development Corporation over 30 years, funded through incremental tax revenues generated by projects within the district.
