To Build Six U.S. Coast Guard Arctic Security Cutters
LOCKPORT, La. (October 15, 2025) — Bollinger Shipyards has been selected by the White House to lead an international consortium to design and construct six next-generation U.S. Coast Guard Arctic Security Cutters (ASCs). The $multi-billion program will strengthen U.S. Arctic capabilities and expand America’s shipbuilding base.
Partnering with Rauma Marine Constructions of Finland, Seaspan Shipyards of Canada, and Aker Arctic Technology Inc., Bollinger will leverage a proven Multi-Purpose Icebreaker (MPI) design to accelerate delivery of the first three vessels, which will be constructed simultaneously in Finland and the United States. Full U.S.-based production will follow.

The ASCs will be among the most advanced icebreakers ever built—capable of breaking four feet of ice, traveling 12,000 nautical miles, and operating for over 60 days in extreme polar conditions. The fleet will enable year-round operations supporting national defense, scientific research, and maritime sovereignty in the Arctic.
Under the ICE Pact trilateral framework between the U.S., Canada, and Finland, this program represents a model for allied industrial collaboration and strengthens America’s polar capacity.
