Investing $5.2 Million and Creating 250 Jobs
RICHMOND, Va. (November 6, 2025) — CEL Critical Power, a global provider of mission-critical power solutions headquartered in Dublin, Ireland, has announced the opening of its first American manufacturing facility in James City County, Virginia. The project represents a $5.2 million investment and will create 250 high-quality jobs, with plans to grow to 500 employees by 2030.
The new state-of-the-art manufacturing facility will produce low-voltage power distribution systems, switchgear equipment, and remote power panels serving the data center and artificial intelligence (AI) industries across the United States.
Virginia Secures Major Global Investment
“We are thrilled to welcome CEL to Virginia as they establish their first-ever American manufacturing site right here in the Commonwealth,” said Governor Glenn Youngkin. “Everyone involved in this project moved at the speed of Virginia to make it possible, and the impact is already being felt. CEL’s growth into James City County reflects that the future of American manufacturing is right here in Virginia.”
Secretary of Commerce and Trade Juan Pablo Segura emphasized the importance of this expansion for the state’s technology ecosystem:
“By opening this new facility, CEL is showing the positive ripple effects of data center growth in Virginia. Every dollar invested in our data center industry now stays in-state — fueling job creation, supply chain resilience, and innovation.”
CEL Expands Global Footprint to Meet U.S. Market Demand
“Today marks a very special milestone for CEL Critical Power as we open our first U.S. manufacturing facility in Williamsburg, Virginia,” said Niall McFadden, Group Managing Director of CEL Critical Power. “It is no surprise that Virginia consistently ranks among the best locations for business, offering a strong supply chain network, excellent infrastructure, and a deep pool of technical talent. We are proud to make Virginia our new American home.”
Founded in 1982 in Dublin, Ireland, CEL Critical Power designs and manufactures world-class power distribution and control systems used in AI, cloud computing, and hyperscale data centers. The company’s products are engineered to meet the growing energy demands of next-generation microchips from leading innovators such as NVIDIA and serve as a key enabler of the emerging neo-cloud industry.
Local Leaders Welcome a New Era of Manufacturing in James City County
“James City County prides itself on being home to industry-leading manufacturing companies, and CEL Critical Power is a welcome addition to our industrial sector,” said Jim Icenhour, Chair of the James City County Board of Supervisors. “This project will create 250 family-sustaining jobs and capitalize on our region’s strong workforce — including many highly skilled veterans.”
Douglas L. Smith, President and CEO of the Hampton Roads Alliance, praised the investment as a milestone for Virginia’s energy innovation sector:
“CEL Critical Power’s expansion aligns perfectly with Hampton Roads’ priorities — resilience, reliability, and energy leadership. From offshore wind to critical power manufacturing, our region is driving America’s energy future.”
State legislators also celebrated the announcement.
“I recently toured CEL’s new facility and was extremely impressed,” said Senator Danny Diggs. “The jobs they are creating will have a direct, positive impact on our local citizens and help strengthen Virginia’s economy.”
Delegate Chad Green added, “Because of the state’s continued investments in workforce and infrastructure, Virginia remains a leader in innovation and job creation. CEL’s arrival reinforces that momentum.”
Strategic Collaboration and Workforce Support
The Virginia Economic Development Partnership (VEDP) collaborated with James City County and the Hampton Roads Alliance to secure the project. CEL Critical Power’s job creation efforts will be supported through the Virginia Jobs Investment Program (VJIP), which provides funding and consulting to assist companies with recruitment, onboarding, and workforce training.
VJIP, a state-funded incentive program, reflects Virginia’s long-term commitment to supporting business expansion and ensuring that residents have access to high-quality job opportunities.
