Two new facilities will support Louisiana’s evolving energy needs, strengthen grid reliability, and generate more than $650 million in customer savings over 15 years
RAYVILLE, La. — Entergy Louisiana has officially broken ground on two state-of-the-art combined-cycle combustion turbine (CCCT) generation facilities in Richland Parish, marking a major milestone in the state’s energy modernization and digital economy expansion. Recently approved by the Louisiana Public Service Commission, the Franklin Farms Power Station and its companion facility represent a collective investment poised to deliver long-term reliability, fuel economic development, and amplify Louisiana’s competitive position in the fast-growing AI and data center sectors.
Together, the two plants will add approximately 1,500 megawatts of highly efficient natural gas generation, providing cleaner, more flexible, and more dependable power. The projects are among the first developed under Louisiana’s expedited interconnection study process—an essential step in ensuring the state can meet speed-to-market demands in an increasingly power-first global economy.
Positioning Louisiana for Energy Leadership and Digital Growth

The next-generation CCCT facilities will integrate modern technology to reduce emissions, improve operational performance, and ensure Entergy Louisiana can effectively support both large-scale users—such as advanced manufacturing, distribution, and data centers—and everyday residential customers.

Powering Meta’s New Data Center and Fueling Regional Momentum
A key beneficiary of the new generation resources is Meta’s state-of-the-art data center now under construction in north Louisiana—one of the largest capital investments the region has ever seen. The project is expected to support more than 5,000 construction jobs and 500 long-term operational jobs, generating substantial economic activity throughout the state.
Entergy Louisiana and Meta were recently honored at the inaugural Louisiana Energy Awards, highlighting the partnership’s commitment to reliability, sustainability, and digital-sector growth.
Delivering Over $650 Million in Customer Savings
Entergy Louisiana customers will realize significant cost benefits from Meta’s operations and infrastructure contributions, including:
- Approximately 10% reduction in storm charges for all customers
- A similar reduction in resilience upgrade cost impacts
- An estimated $650 million in customer savings over the 15-year agreement
Meta will fully fund the utility infrastructure needed to connect its Richland Parish data center, ensuring no cost-shifting to other ratepayers. The new generation units—among the most efficient in the state—will also help reduce fuel expenses and enhance long-term reliability across Entergy’s service territory.
Driving Local Impact, Job Creation, and Community Investment
Construction of the two new facilities will bring thousands of construction, engineering, and technology jobs to Richland Parish and the surrounding region. Once operational, the plants will provide enhanced grid performance, reduced outages, and improved service stability for households and businesses.
