Investments expected to create at least 800 jobs, retain 175
LANSING, Mich. — Governor Gretchen Whitmer today announced more than $220 million in new investments across Michigan, including 90 affordable housing units in Bay City and hundreds of new jobs created by companies she recently met with during trade missions to Japan and Germany.
“We are excited to announce 90 new affordable housing units and hundreds of millions in new investment that will create and support 800 jobs right here in Michigan,” said Governor Whitmer. “Michigan’s economy is open for business and on the move. We’re revitalizing communities, investing in our workforce, and building affordable housing. I’ll keep competing to bring jobs and opportunity home so more families and businesses can ‘make it’ in Michigan.”
Quentin L. Messer, Jr., CEO of the Michigan Economic Development Corporation (MEDC) and Chair of the Michigan Strategic Fund (MSF), added: “From private investments by international companies to supporting housing and infrastructure, MEDC and MSF are executing our ‘Make it in Michigan’ strategy. We’re addressing barriers to growth so that more than 10 million Michiganders—and future neighbors—can achieve their employment, entrepreneurial, and housing dreams.”
Housing Development in Bay City
Project: Riverview Apartments Bay City, LLC
Investment: $22.2 million
Support: Up to $4.3 million Michigan Community Revitalization Program loan
Impact: 90 residential units, two storefronts, and 87,000+ square feet of new mixed-use development
“This project will breathe new life into long-vacant land and expand downtown Bay City to the north,” said developer Rod Hildebrant. City Manager Dana Muscott emphasized that the project “represents a significant investment in our downtown, bringing new housing opportunities, retail space, and long-term vitality to our community.”
JR Automation Global HQ in Zeeland
Investment: $72.8 million over three years
Jobs: 150+
Support: $1.6 million Michigan Business Development Program (MBDP) grant, $9.5 million local property tax abatement, $2.3 million State Education Tax Abatement
The new facility will unify three Holland locations and prioritize sustainability with onsite solar power, conservation easements, and high-efficiency systems.
Astemo Americas HQ in Wixom
Investment: $95 million
Jobs: 200+ (including 150+ engineering roles)
Support: Up to $2 million MBDP grant
The 26-acre regional headquarters and Tech Center will include test facilities and 185,000 square feet of office and lab space, further cementing Michigan’s role as a hub for advanced manufacturing and mobility.
American Rheinmetall Expansion
Investment: $31.7 million
Jobs: 450+
Support: $7.52 million MBDP grant
With projects spanning Auburn Hills, Plymouth, Lapeer, and Lansing, the company is expanding its Michigan footprint in defense innovation and supporting national security.
Infrastructure Improvements in 12 Communities
The MSF Board also approved $21.5 million in Community Development Block Grant (CDBG) Water-Related Infrastructure funding across 12 Michigan communities, along with $480,000 in administrative support. Projects will improve water lines, sewers, wastewater treatment plants, and related infrastructure in communities including Albion, Allegan, Benton Township, Big Rapids, Grayling, Houghton, Ironwood, and more.
