LIMESTONE COUNTY, AL — September 18, 2025 — A strategic grant from Alabama’s Site Evaluation and Economic Development Strategy (SEEDS) program is propelling the development of the Frazier-White Site, a 430-acre industrial property in Decatur-Limestone County, positioning North Alabama as a rising hub for advanced manufacturing and industrial growth.
The site received nearly $88,000 in SEEDS funding to support a $154,000 due diligence initiative, which includes environmental and cultural assessments, wetlands delineation, species studies, and other key evaluations essential for industrial recruitment and site readiness.
“This SEEDS grant represents a smart investment in Limestone County’s future,” said Ellen McNair, Secretary of the Alabama Department of Commerce. “By accelerating the development of this industrial site, we’re strengthening the region’s ability to compete for high-impact projects that bring new jobs and long-term growth.”
Strategic Location and Infrastructure
Located just 1.5 miles from Interstate 65 and adjacent to two four-lane highways, the Frazier-White Site offers:
- Rail access via Norfolk Southern
- Robust infrastructure for industrial operations
- Proximity to a highly skilled labor force
- Top-tier ranking across all three SEEDS site models: Balanced, Labor-Intensive, and Capital-Intensive
The site was recently evaluated by Global Location Strategies, which confirmed its competitive standing among Alabama’s premier industrial properties.

The site’s rail capabilities have attracted support from major transportation partners.

SEEDS Program Impact
The SEEDS program is a cornerstone of Alabama’s strategy to expand economic opportunity and enhance rural competitiveness. The first two rounds of SEEDS funding totaled $53 million, supporting 56 sites statewide. Round 3 opened on July 1, with $23.2 million available for site assessment and development. Applications close on September 30.
With SEEDS funding secured, LCEDA will advance the Frazier-White Site toward market readiness for industries including:
