PERRY COUNTY, Ky. (May 5, 2026) – Governor Beshear announced a new advanced manufacturing investment in Eastern Kentucky as Toothsure, an innovator in oral hygiene solutions for healthcare settings, will establish its first Kentucky facility in Perry County. The $7.3 million project is expected to create 60 full-time jobs with an average hourly wage of $55.25, including benefits.
“The commonwealth’s surging economy is paving the way for investment and good-paying job opportunities for Kentuckians in every corner of the state,” said Gov. Beshear. “This is a welcome project for Perry County and the surrounding region, providing 60 new, quality jobs and adding to the diverse range of companies that call Eastern Kentucky home.”
The new facility will consolidate Toothsure’s supply chain operations into a single, state-of-the-art manufacturing location, reducing reliance on out-of-state suppliers while expanding production capacity. The site will manufacture the company’s proprietary OralVac and OralVac+ products, designed for patients who face barriers to traditional dental care.
Construction is expected to begin in January 2027, with completion anticipated later that year.
“Toothsure was built to address critical gaps in patient oral care, particularly in institutional settings,” said co-founders Greg Baker, DMD, and Brandon Wilde, MD, MBA. “This investment allows us to scale our mission, improve patient outcomes and expand access to high-quality care solutions nationwide. We are grateful for the support from Kentucky leaders and the Perry County community.”
Founded in 2024, Toothsure develops specialized oral hygiene products for use in hospitals, intensive care units (ICUs), nursing facilities and rehabilitation centers. Its OralVac+ system is specifically engineered for high-acuity environments, where improved oral care can help reduce hospital-acquired infections and enhance recovery outcomes.
Local leaders emphasized the broader economic and community impact of the project.
“This facility represents more than innovation – it represents opportunity,” said Perry County Judge/Executive Scott Alexander. “By creating 60 high-quality, well-paying jobs, we are building a stronger future for Eastern Kentucky while bringing cutting-edge medical technology to our region.”

The project is supported by the Kentucky Economic Development Finance Authority through a preliminary 15-year incentive agreement under the Kentucky Business Investment program. The performance-based package allows for up to $1.6 million in tax incentives tied to the company’s $7.3 million investment and job creation targets.
Additionally, Toothsure is eligible for up to $150,000 in incentives through the Kentucky Enterprise Initiative Act, which enables companies to recoup sales and use tax on qualifying construction and equipment costs.
Toothsure’s investment adds to Kentucky’s recent economic development momentum, with the Beshear administration securing more than 1,300 private-sector projects totaling over $50 billion in investment and creating over 70,000 jobs statewide.
