Statewide framework aligns agencies, industry, and communities to accelerate investment, infrastructure, and innovation
BATON ROUGE, La. — Jeff Landry today announced the launch of Louisiana’s Whole-of-Louisiana Energy Strategy, a comprehensive statewide framework designed to align state agencies, regional and local partners, regulators, utilities, and private industry around a shared mission: positioning Louisiana as a national and global leader in energy production, investment, and innovation.
The strategy brings coordination and clarity to Louisiana’s expansive energy assets, reinforcing the state’s role at the center of America’s energy future while accelerating high-wage job creation, infrastructure development, and long-term economic growth.
“Energy has always shaped Louisiana’s economy, and under President Trump’s leadership, it is once again driving America’s future,” said Governor Landry. “With record investment and high-wage job creation, energy is at the center of Louisiana’s economic momentum. The Whole-of-Louisiana Energy Strategy aligns our assets, sharpens our execution, and reinforces our shared commitment to American energy dominance and long-term opportunity for our citizens.”
Eight Statewide Priorities to Accelerate Growth
The strategy builds on Louisiana’s recent economic development momentum and establishes eight statewide priorities aimed at accelerating investment, expanding industrial capacity, and positioning communities for sustained growth:
- Expand Louisiana’s industrial base and domestic energy production
- Compete globally to win investment that strengthens local communities
- Accelerate market-driven infrastructure development
- Deliver strategic, reliable energy solutions
- Align state services with the speed of business
- Strengthen community confidence in major projects
- Unleash energy-driven innovation
- Establish Louisiana as the nation’s industrial power leader
These priorities are supported by Regional Opportunity Frameworks that identify how region-specific infrastructure, workforce assets, natural resources, and institutions align with market demand and long-term growth trends. The frameworks provide investors and regional partners with a clearer pathway to streamline permitting, site development, and project execution across Louisiana.
“Our strongest year of economic development results confirmed what happens when vision is matched with disciplined execution,” said Susan Bourgeois, Secretary of Louisiana Economic Development (LED). “This strategy builds directly on that momentum by aligning regional strengths within a clear, statewide framework for energy investment, innovation, and high-wage job creation. Through a Whole-of-Louisiana approach, we are positioning the state to lead globally while delivering real opportunity for Louisiana workers and communities.”
Coordinated Government, Faster Execution
The Whole-of-Louisiana Energy Strategy builds on ongoing efforts to streamline and align state government around shared economic development priorities. LED’s 2025 Strategic Plan and 9×90 Workplan, combined with the Department of Conservation and Energy’s (C&E) new organizational model and strategic framework, establish a foundation for coordinated action across agencies.
These efforts are reinforced by an interagency agreement between LED and Louisiana Department of Conservation and Energy, as well as Governor Landry’s Louisiana Lightning Speed Executive Order, which formalizes a whole-of-government approach to move projects forward with greater speed, predictability, and coordination.
“This strategy allows state partners to provide clearer guidance on permitting processes and greater certainty for companies investing in Louisiana,” said Dustin Davidson, Secretary of the Department of Conservation and Energy. “By safeguarding the resources and communities that make growth possible, we are strengthening Louisiana’s energy leadership while protecting our shared environment.”
Positioning Louisiana for Global Energy Leadership
State leaders view the strategy as a critical step in ensuring Louisiana capitalizes on its industrial depth, infrastructure, workforce, and execution capability—while reducing foreign energy dependence and advancing U.S. energy leadership on a global scale.
Together, the strategy positions Louisiana as a location of choice for energy production, industrial expansion, and innovation-driven investment.
